Brian has been leading international consultancy projects for nearly two decades, primarily in the gas industry for major private and state clients in Europe, Africa and the Far East, both through TPA Solutions and now with Entry-Exit.


In his early career with British Gas he negotiated major contracts for gas purchase including leading the Bruce Field price negotiations. As a Director with Transco he played a leading role in the liberalisation of the UK gas industry in the 90s, including the introduction of the "entry/exit" tariff methodology and heading the negotiation of the Network Code, for which he was awarded the MBE in 1997. These initiatives have since been adopted extensively in other regimes worldwide.


He went on to develop and direct other key aspects of the open market model, including the On the Day Commodity Market (OCM) and NTS entry capacity auctions before representing the UK as a founding Vice President of Gas Transmission Europe pursuing gas market liberalisation across Europe via the Madrid Forum.  


His work as a consultant has focussed on his unique expertise in commercial contracts and gas transportation regime design, building on his experience with Transco and the expertise he developed in pricing methodology and the complex commercial and regulatory challenges within the energy sector.


He's since been joined by his brother, John, who brings substantial experience in senior leadership roles in the legal and financial sectors and a strong record of success in strategic planning, transformation and operational design and delivery.


John had a 20 year career in the administration of legal aid where he fulfilled a number of senior operational roles, designing and delivering both high volume and complex services to stakeholders. He gained wide experience of ISO9000 quality management methodology, both in leading systems design and compliance internally and in supporting law firms and advice agencies to achieve standards which allowed them to provide contracted legal services. As a Regional Director he was responsible for the strategic planning of £130m worth of annual expenditure on legal services and the commissioning, and contractual compliance service providers.


After 3 years directing innovative projects in the offender management sector he joined the Solicitors regulation Authority where he was Director of Authorisation, leading the design of the new directorate and the introduction of the regulation of non-lawyer ownership of law firms (ABS).


He's spent several years as a Senior Ombudsman at the Financial Ombudsman Service, where he specialised in insurance and initiated and led the review of insurance pricing methodology to identify unfairness in outcomes for consumers. This work, coupled with his many years of operational leadership in customer services and complaints handling, has given him an exceptional understanding of the challenges and opportunities of complaints handling and quality assurance generally and, specifically, a unique insight into how insurance pricing can unfairly impact on consumers.      


John's experience as a regulator and commissioner of high value services in a regulated environment adds broad experience to the partnership and a synergy with the pre-existing regulatory focus.
